Establishment of Gas Grid & City Gas Distribution & Pipeline Network in Rajasthan

  1. * City Gas Distribution Sector includes Domestic Consumer and Commercial Consumers like Hotel, Restaurants & Hospitals. Provision is also there for allocation of natural gas to potential industrial consumers provided proper assessment of requirement of industrial fuel is made.
  2. * Petroleum & Natural Gas Regulatory Board (PNGRB) has identified cities/towns of the State for development of city gas distribution network projects. PNGRB has issued EOI for interested entrepreneurs for development of the same..
  3. * After issuance of “Expression of Interest”, PNGRB has authorized GAIL (India) for establishment of city gas distribution network in Kota city. GAIL has commissioned CGD network in Kota city for domestic and commercial use by putting up 1 CNG station and planned to have 4 more by drawing >7000 SCMD of Gas for domestic, industrial and commercial consumers.
  4. * PNGRB is in process of finalization of the proposals for CGD networks. PNGRB has issued authorization for GSPL Pipeline Project. This Mehsana-Bhatinda Natural Gas Pipeline (MBPL) shall pass through the major cities of Rajasthan viz. Sirohi, Udaipur, Rajsamand, Pali, Jodhpur, Bhilwara, Nasirabad, Jaipur, Sikar, Alwar etc.
  5. * The Natural Gas sale shall be implemented by the consortium of GSPL, IOCL, BPCL and HPCL through a new SPV for distribution of gas by way of city gas distribution Projects in enroute major cities of Rajasthan. An MoU, has been entered with IOCL for conducting techno economic studies for development of CGD Network in 25 cities/ towns of Rajasthan enroute to GIGL pipeline.


Refinery Prospects & Socio-Economic Development in Barmer Region

Refinery Prospects

  1. * In order to take full advantage of hydrocarbon resource of 900 million tonnes (7.3 billion barrels) discovered in Barmer for value addition and employment generation in the State, the Government of Rajasthan constituted a Committee headed by Shri S. C. Tripathi, IAS (Retd.), Former Union Petroleum Secretary having Ex-CMDs of IOC, HPCL & Engineers India Ltd as members.
  2. * The Committee recommended setting up of 4.5-6 million tonnes per annum capacity refinery in Barmer in the first phase in 2010 and recommended for upfront fiscal incentives in terms of interest free loan & 26 % equity participation of the State. The claim of Rajasthan for establishment of Refinery is fully justified since 1/5 of total national crude production is from the State
  3. * Looking to the present crude production to the order of 9 million tonnes per annum from Barmer, HPCL Board finalized to setup 9 MMTPA Refinery cum Petrochemical Complex near Pachpadra, District Barmer Rajasthan in Joint Venture with the State Government. The project cost is estimated to be Rs. 37,229 crore. .

Current status of Project

  1. * The State Govt (GOR) while reviewing the refinery project, observed that in order to give interest-free loan to HPCL for 15 years works out to be Rs 56000 crores, which is more than the project cost i.e. Rs 37000 crores. Accordingly, GoR had decided to review the project by revalidating the final appraisal.
  2. * A meeting was convened at New Delhi on 20.09.2014 by Secretarty P&NG in which CMD, HPCL & Chief Secretary, GoR along with respective senior officials were participated. After detailed deliberations on various relevant issues like availability of water, land, resource poetential as per Carin vis-a-vis DGH forecast, selection of Configuration, IRR computation & equity structure, it was decided that a high level committee may be constituted comprising of two members each from HPCL and GoR to deliberate uopn various issues. HPCL had nominated Director Refinerie and Director Finance and GoR had nominated Pr. Secretary Mines & Pr Secretary Finance..
  3. * Meantime, GoR had appointed a financial consultant M/s Pricewaterhouse Coopers (PwC) for revalidation of financial appraisal for which Final Report was submitted by PwC to GoR on 09.09.2016 which had broadly been deliberated by the above high level committee.
  4. * On findings of PwC report, there had been a dialogue between Hon’ble CM, Rajasthan and Hon’ble Minister for P&NG, GOI on 21.03.2016 and it was decided by MoP&NG that EIL shall prepare fresh DFR.
  5. * There had been further meeting on 06.12.2016 between Hon’ble CM, Rajasthan and Hon’ble Minister for P&NG, GOI, on findings of EIL. The project is under active consideration of GoR and MoP&NG, GOI.


Industrial Development:-

Ancillary industries would come up in a big way:

  1. * Petrochemicals based Industries such as Polypropylene, Polyethylene, etc.
  2. * Downstream ancillary industries such as automotive parts, films, pipes, packaged liquid products, tires and plastic materials, etc.
  3. * Petro-engineering Units such as manufacturing of fasteners, pipe fittings, electrical materials etc.
  4. * Support Industries such as workshops, fabrication shops, units for and Institutions like training & development, trading & export, promotion/exhibition centers etc.
  5. * Development of new Industrial Areas after Green Zone in radius of Refinery cum Petrochemical Complex.
